Twice since last year, petrol and diesel prices have remain unchanged ahead of state elections. With at least four states -- Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram -- set to go to the polls by year-end, a sudden freeze or even a cut in fuel prices might just be on the cards this November
